Nsengiyaremye Dismas Jean Paul

Dismas Jean Paul holds a Master of Science in Economics, and he is currently pursuing an MBA at Oklahoma Christian University (OCU) with much focus on Leadership and data analytics. He earned his bachelor’s degree in accounting from the University of Rwanda, College of Business and Economics (UR CBE). He is an active member of globally recognized professional bodies, including the Association of Chartered Certified Accountants (ACCA), the Project Management Institute (PMI), and the Institute of Certified Public Accountants of Rwanda (ICPAR).


With nearly a decade of progressive experience in finance, accounting, auditing, and public financial management, he currently serves as Finance Program Manager at the University of Rwanda SPIU. Previously, he worked as a Financial Management Specialist and Acting Project Coordinator for the World Bank–funded Africa Center of Excellence II projects, and as a Training Specialist at the Ministry of Finance and Economic Planning (MINECOFIN). His expertise spans donor-funded program management, budgeting, disbursement, financial reporting, audits, tax compliance, and internal control systems. He has managed major development partner projects funded by the World Bank, USAID, AfDB, EU, and NIH, gaining deep insight into both government and donor procedures.


Beyond his core role, Dismas is an accredited certified trainer in CPA and CAT Rwanda programs, a PMP Authorized Training Partner (ATP) instructor, and an active contributor to consultancy projects that strengthen educational institutions and promote best practices in the accounting profession through ICPAR.
